Vistitor Visa out side Canada

I had a visitor Visa since 2017, it was multiple and single for one year till 2018.Now, I have read a sentence on Canada.ca saying that it valid for up to 10 years. What does it mean ???
In this case, Is it valid now ? please, help

IRCC decides how long a visitor visa you are issued. Sometimes they issue a 10 year visa and sometimes they don't. It sounds like you were only issued a 1 year visa.
