My UK citizen friend who had applied for citizenship of Canada in month of dec 2019 left Canada in month may 2020. Now he want to return to Canada in month of Aug 2020. The problem is his PR card has expired. My question is Can he travel to Canada with expired PR card by land or air

If he meets his RO her can apply for a PRTD. If he doesn’t meet RO he can still apply for a PRTD but must include his H&C reasons for not meeting his RO. Your friend is actually you based on your previous posts.
By the way your son shouldn’t have received his PR card since you left soon after you applied for his PR. You were supposed to remain in Canada until he got PR. It is crazy how many chances you have received.

There is no question of RO . He left in may 2020 after living in Canada after 6 years. As PR card is expired, Can he traveled to Canada with expired PR card by land. He has UK citizenship.

In principle, yes. Note isolation requirements and as I understand would need to be in USA for a few weeks first.

If as you say getting PRTD should not be a problem, and then could fly directly.

My friend UK citizenship who lived in Canada for more 6 years left in may 2020 to UK. Now his PR card is expired. He want to urgently return to Canada in first week of august. Can he fly back to Canada with expired card. ( he does not have RO issue and does not want to wait for PRTD time.) and will he face any problem in immigration at Toronto airport.

I don't think he can board any flight without a PRTD. (He may even have problem getting a ticket)

He is a PR of Canada. He will not be able to get eTA just like any other UK citizen.

So how is he able to come into Canada.

May be he could fly into US, quaratine and then rent a car (if he can find rental that allows return across the border???) drive into Canada (land border).

But at this time, I would be worried about crossing via US and quaratine time after crossing each border.

Agree that now that ETA are in place visa exempt travellers can no longer enter Canada by air without using their PR card. Believe there is still a 14 day atay requirement in the US before entering Canada.

Those with UK citizenship need an eTA. He doesn't qualify for one since he is a PR. He needs a PRTD to be able to board the plane. As others have said the other option would be to fly to the USA and enter Canada by land.

He would not be allowed to fly to US unless he has a greencard or is a US citizen.
Just to clarify there is a temporary travel ban into the US for all European Union countries plus the UK hence the Green card / US citizen exception.

Once the ban is lifted which way US is going with COVID may not even be this year then a UK citizen would just need a valid ESTA to travel to the US

So as above only option at this time for a UK citizen with an expired PR card is a PRTD.

Without PRTD, currently the only viable method is to travel to a place with non-stop US flight but not on US travel ban country list (e.g. Belarus) for 14 days and then fly non-stop to US, followed by land travel to Canada.

are PR even allowed to cross the border? I thought the only exception was for canadian citizens as the US-canada border remains closed?

Canadians enter Canada by right. This includes both Canadian citizens and Canadian Permanent Residents (PRs are "Canadians" pursuant to Canadian immigration law). "Registered Indians under the Indian Act" also enter Canada by right.

Entry is one thing. Restrictions on incoming travelers, which may be mandatory quarantine or even more strict self-isolate restrictions, apply to many if not most.
