I agree with the other posts above. Normal times 12 months or less is quite possible, right now, who knows. What we consider to be a straight forward app can sometimes get held up in the background check for the applicant. This part of the app is usually handled by a 3rd party on behalf of IRCC who has no control over how and how fast the 3rd party conducts the checks.
A couple factors they have to deal with in the PH is the lack of a cohesive national database between NBI and PNP for example, making it harder for them to verify the data. Another is when there are other people in the PH that have the exact same name as the applicant.
One other point, I see you are using a representative. Make sure you review it before it is submitted for accuracy and omissions. During the processing, if something is not correct or accurate, saying to IRCC that your rep made the mistake is not an excuse for IRCC. You are responsible for everything submitted.

Hello! Has anyone received any news from Manila VO? I've been getting GCMS notes every month for the past 6 months and there has been no movement at all since my file was transferred.

On the NOTES section the recent update was Feb 24, Outstanding: IME result.

Sorry to spam this forum. I just want to vent my frustrations. It's been so hard the past months not knowing when my husband's file will be looked at by an officer again. There's no telling when we can visit each other given the situation. What's more frustrating is that I've seen people getting updates from Mexico and Lebanon VO. Is Philippines doing way worse than these countries? Why has Manila VO been so silent since covid hit?
I would like to know if it's possible to transfer the submitted documents from Canada to a different visa office, meaning not the home country of the applicant. Is it usally transferred to the applicant's home country only? I'm wondering because the Manila Visa Office is not yet open and I wonder is they still process previously applicant
No it is not possible. If there isn't a VO in the applicants home country it goes to the VO that handles your country but sometimes it will go to another VO if there is availability there and the home countries VO is overwhelmed with apps. I hope you can see the situation it would cause if every applicant saw that the VO in XXX country was processing apps faster than in their own VO, everybody would be wanting to have their app changed to another country.
