It's so risky and arbitrary. How do we prove to the border officer that the internet connection at home is not good? What if the officer refuses to accept that as a valid reason?
If you have been following the trend, you would have noted that if your studies are online, your travel is discretionary and you couldn’t pass the border officer. Now, if you don’t have good internet at home, it’s a justification to allow the border officer give you a pass. All this while they have been talking about study online, the question I have always asked officials is what happens to students from countries where internet is either not good enough or too expensive for online live video streaming. This is just one of the new changes introduced to this recent announcement. Besides, decisions are now going to be released in the coming days, which they have not quite done since March, except for outright rejections.

Because it was presented in the usual format, it may seem they are repeating the same information, but version has some new info that you can see if you look closely.
I do not agree with you. If all applicants were from metro cities, IRCC would not include that waiver condition there. There are some applicants from smaller towns. Even some applicants from metro cities may be from homes where they cannot afford the monthly cost of home internet, where you have to go to a public cafe to get the bandwidth you need. Ask around and you will find such people. IRCC understands the reason they included that as a waiver condition

Google up - Canada’s rate for internet plan is much higher than most other countries. (If you go by the list for countries with costliest internet plan, then Canada is in top 15)

moreover, if a student can afford to study abroad… why can’t she/he can afford for an Internet connection ?

well a good news & a latest update is that today- IRCC has unveiled a set of guidelines to their employees regarding the processing of study permit in two stages.
So this is definitely a positive update, as I believe now they will actually start functioning based on these guidelines & start rolling out decisions (at least quicker than before)

May be something like. Time zone differnce and living conditions may work. But that's a long stretch.

These lines However, if there is evidence indicating that the entire program of study has been shifted to distance learning and in-person attendance is not essential to complete the program, then the prospective student will not be eligible to apply for a study permit, since physical presence in Canada is not required. Officers cannot issue a study permit if the applicant intends to complete the entire program via distance learning.

Do we have to submit another letter from the University saying in person is necessary? Officers cannot issue permit unless we give this information? What evidence are they talking about? Are they working on our application or waiting for this evidence?

More expensive to connect than Canada ? Not clear really how someone would show proof that they had limited or no access in their home country but guess CBSA have been given some discretion

But you cannot stay in a metro city having subscriptions for Netflix, Prime etc. And just say we do not have proper internet connection. Majority of the students would have applied from metro cities.
Exactly that will be a very lame excuse.. they will be like you can afford to study in Canada but not get yourself an internet

Internet is very common nowdays n it's a basic essential . You get internet almost everywhere n if you reside in one of the cities you easily get one.. the only internet network problems could be if someone is residing in a village. In a country like India, internet is available almost everywhere n it's quite cheap than other countries..

Maybe we can state other reasons to why we cannot study online such as disturbance at home, time difference, etc

Ohh yes, I know CIC has nothing to with IRCC and it is an extended hand of the same company that owns this forum.
Nonetheless, I have been following all CIC articles & I haven’t ever found them to be misleading.
