The instruction guide on citizenship application says below about using passport copy as one of the identification document:

photocopies of two (2) pieces of personal identification.

Examples of identification you can use include:
  • a copy of the biographical page of your passport/travel document (as requested above and also can be one (1) of your pieces of personal identification)

Since I want to include passport as one of the identification document as well, do I need to include passport copy twice?

Would really appreciate if someone has done this before and can respond.

Thanks

Two (2) pieces of personal identification
Biographical page of Passport + Copy of Canadian Driver's licence and/or Copy of Canadian Health card

Note: If you don't have a Canadian driver licence, you can use government-issued Photo ID card, for example, Ontario Photo Card.

Thanks Mike263. Unfortunately my ontario health card has expired and new card hasn’t yet arrived in mail. I don’t have any other government photo id so only other option I have is the passport copy.

I assume that cic would understand the current problem and would accept expired health card too(as they already mentioned that we can use expired pr card too). You can take a chance or wait for new health card.

You can still add an expired copy of your health card.

You can also include a LoE (letter of explanation) clarifying that you're adding expired one as new card hasn’t yet arrived in mail plus you don’t have any other government issued photo id.
