My name is G.V.Gobalakrishnan and I have obtained acceptance in the university of waterloo. Since currently all the visa centers and embassies are closed obtaining a visa is impossible. The university is asking me to obtain a temporary study permit online at the canada.ca website. I have to submit my necessary documents for obtaining that. Will I be able to upgrade it to a permanent visa with the proper stay back period and travel permission. What is the current procedure for obtaining a study permit or a visa? Kindly clarify my doubts.

yes of course please visis cic.gc.ca they have updated there visa process in 2 parts kindly go through them & you will get to know.
I did check their website. My understanding is I have to apply for a study permit which is temporary and study online from here and once the lockdown is lifted I have to apply for an ETA and I can travel. My doubt is whether I have to upgrade my temporary study permit to permanent visa or will there be a chance of rejection.
You have to apply for the temporary permit online, then to come to Canada you need to apply again for a full study permit. You can be refused if you don't meet the normal requirements. Unless you are from a visa-exempt country you do not get an eTA to travel to Canada, you need a TRV, which would be issued along with your full study permit.
