Hello, I'm requesting a PCC from a foreign country but they have asked me to where am I submitting it to? I'm in the starting process to gather my paperwork for my permanent resident visa application so to whom should I tell them that I'm submitting it to? Thanks.

Word of caution for all PCC stage guys.

Please do read the guidelines deeply on CIC website as one of my mates who got his ITA did not read the guidelines correctly and had to pay the price.

He was Indian student who studied in Australia and in Australia there were different types of Police bodies which they told NOT to go and told specifically who to go to which he did not read properly and was later denied visa.

If I've understood correctly, you need a PCC in order to immigrate to Canada. If my understanding is correct then yes, the PCC would be submitted to the Canadian immigration authorities, i.e., IRCC.
If you are unaware of IRCC as the central entity in this entire process, might I suggest re-orienting the gathering of your paperwork to give it some structure? For example, the Document Checklist that corresponds to the category under which you are applying? Forgive my saying so, but you seem . . . under prepared for the task at hand.

Yeah I am underprepared but with a little understanding and guidance I can maybe start getting some paperwork ready for submission. I just found this site like a week ago so pardon for not knowing everything. I'll gladly take suggestions of where to find a document checklist or links that can help in the process.

Have you got selection letter from the pool called as ITA?
Do mention what all countries have you stayed for only more than 6 months at one stretch.

Will share the reply then. I have a doubt that you may be doing it early before time.

My initial review of the visa process, I would assume since I'm an experienced secondary school teacher, that I can apply for the Express Entry under the Federal Skilled Worker Program. But honestly, I'm not even in the early stages of doing that since I believe you have to make an account on the CIC to see if I qualify for Express Entry. Obviously, I'm not even in the pool of candidates. As for the PCC, I've lived in the States all my life aside from two years in the Middle East. So I wanted to make sure I can get a PCC from over there since I know they are very tedious in the process. If there is a more formal way of applying for a visa, I'll be open to any suggestions.

You might save yourself a lot of trouble by first determining what your CRS (Express Entry point scale) score is likely to be. If it comes out in the low 400s, for example, you could certainly save yourself the trouble of acquiring PCCs - at least until you took some steps to substantially raise your score above 470, under current circumstances.

Ok that's good advice. So far, mine score is 405 but I noticed it asks for an English test and work experience in Canada. So do I have to take one of the tests mentioned and input the score. I also have 13 consecutive years of work experience, mostly in the US but is it necessary to have some work experience in Canada? Also since I'm a teacher, do I apply for positions first because one of the questions mentions if you have a job offer which I currently don't. So should I start with my profile first before anything else?

No one can apply in Express Entry without inputting results from either the IELTS General or CELPIP (Canadian English - available only in Canada and select destinations in the Middle East). You can estimate your score - superior language scores + Foreign work experience can add up to 50 bonus points, for example- but that won't take you as far as actually registering an EE profile.
Lack of Canadian work experience can be overcome by higher education, foreign work experience, and strong language scores. I'd start with the premise that you won't have a job offer that's worth CRS points because you are not likely to meet the definition of job offer as required by the system.

You'll be submitting them directly to IRCC.

Also, was your time in Oman in the last 10 years? if it was then you need the PCC, if not you won't.

There's no issue with starting to gather your PCCs, especially when they will take some time to be processed and received. That's prudent.

However, to enter the pool you'll generally need to start with having a language test result and getting an ECA (having your qualifications assessed).

That's usually a good place to start. In addition, check whether you qualify for the FSW program, you need 67 points according to the criteria to qualify.
