I also ordered my GCMS notes in June after i received a ghost update but sadly my eligibility which had been previously reviewed and "MET" changed to interview recommended by another officer. I haven't received any further instructions from them. My visa office is Accra. Really sad! Any information on how to prepare for the interview will be much appreciated.
What was the issue as stated in your GCMS notes

No not yet. The travel restrictions have to be removed first.
There is a separate group of people who got the case approved as per GCMS but didn’t get their COPR/PPR yet and was awaiting for it. But it doesn’t seem to travel restrictions related only. The reason I say is because I see some CEC and FSW inland candidates waiting too. There seems to be less operations at VOs and that seems to be the biggest reason for the case delays.

I was talking about outland applicants. Outland applicants or people like me who have a dep/spouse outside of Canada are not receiving any COPR as far as I know.. Have to wait until the travel restrictions are lifted and see if CORP is on the way..

VAC and VO reduced operations is another reason right for not getting COPR yet apart from border closure?

For inland applicants, yes it is very likely.
Outside Canada other countries have VO/VAC in regular operations is it?

I thought other countries have similar problem to Canada VO office. Ottawa for example seems having very few officers working on cases.

Yes, offices in different countries are also facing short operations but I am just saying that it is not a matter of capacity when it comes to issuing COPR for outlanders.

Yes I am waiting too. Mine says 'CN covid pace' and I assume CN stands for Canada or something.

Last note from Montreal office on 2020/06/15- Pending 'Approval Decision' on current Covid-19 travel restrictions as Primary Applicant lives in USA

Even when primary applicant and accompanying applicants are within Canada some VOs like Ottawa still keeps case in Ready for Approval for past two months. That’s why I feel delay isn’t just border specific.

Yes I have had two of those. The second ghost update meant, according to my GCSM notes, that my application was passed the senior officer. Still waiting for the final confirmation...
