% chances of b2b draws for tomorrow?
% chances that next draws also includes FSW?
% chances that next cutoff will be 477 or lower?

I’m on the same situation as you are. But I didn’t give up. Instead, I started learning French. I’ll be attempting the TCF on late August.
Just don’t give up. If you really want that, fight for it.

Hey everybody! I just wanted to share my latest experience with IELTS. I have taken academic this time for study purpose but that's not the point here. I wanted to let you know that the Kaplan Center in Vancouver delivers only CD and on 50% capacity. I'd say actually that even less than 50%. Anyways, there is also CELPIP here in Canada, a test that many people here do not count, and many people are taking it too. Of course, the capacity is reduced on both tests and I'd assume that slows down the influx of people in the pool. Well, don't judge too hard, I just wanted to let you know about testing capacity.

Canada seriously looking at countries like India and Brazil due to the high COVID numbers in these countries. This will definitely impact the FSW draws. Don't blame the messenger.

I am not sure anybody can be allowed without medical and PCCs.

There are a few options.

One could be that you apply him as a non-accompanying spouse and then once you have PR you sponsor him.

Second, apply and raise a webform asking IRCC what to do in such a case. They might be able to extend the timing for him to submit his paperwork.
Thank you for your reply but I need to know that when do I write to IRCC for extension of time. Is it before I accept the ITA or I can write to them after accepting the ITA?

Just hang in there, you will get through in the next 2-3 draws. However, I would still say that start looking at ways to improve your scores.
If that requires learning french, does not harm you , right? It will rather open more avenues for when you actually come to Canada
