I read this in CIC website
Please note there are certain countries where medical is also not required. They are adding the statement for the countries where it used to required before.
From where you are applying? Check on IRCC, if your country falls in the list of that category where you must need a police verification.
M applying from india, they haven't ask or mention regarding police certificate.

You do not need police clearance certificate if you are applying from India.
