I got NOI on March 4th 2020, i am outlander and applied, AOR on 3rd of April, no update since then except that they are holding outlanders until further notice.

That was for 2019

My job is LMIA supported, CRS 350 with job offer.

it must be lmia approved if you are not exempt from lmia

What do you mean by out layer

Outlander means, you are not living in Canada currently

I recently discovered that I have another option to go for in terms of Express Entry since all program draw has just started to reboot on Wednesday. Currently I am a CEC candidate from B.C sitting at CRS 425 with NOC 0621 (technically 1.5 year NOC 6211 and 0.5 year 0621), so I am wondering if there's any chance to get a Notification of Interest from Alberta within this year for my case. In my case it was 5 weeks. I got file number Feb 11 and got my nomination Mar 16ish.

Hi, I opened express entry profile on June 14th. There has been a draw in Alberta Express Entry on June 17th. I want to know whether a profile opened on 14th, will be considered for a draw on 17th? I'm asking it, because there are 3 days only, between the profile opening and the draw.

Well, there are certain cut offs which are considered, but most importantly you need to meet the eligibility of AINP and if the NOC is in demand. you never know when you may be receiving a nomination. It also depends on number of applicants of similar NOC and the available number of candidate per noc..best of luck...
