Getting classified for CEC within 11 months

Not sure, if others also had this issue. I am getting classified under CEC within 11 months of working on a closed work permit. I am anticipating an invite in the next round. What should I do? Should i decline the invite and wait for the actual completion of 12 months, or should I go ahead and submit the documents against this invite?

Thanks Shomaro. So you mean, that i should wait for 12 months to submit the documents? or should i decline this invite and then only accept or upload documents against the invite which i get after physically completing 12 months..

It looks like a system bug, but the system automatically increased by score today after completing 11 months and it states that i now classify for CEC

Decline ITA before you reaching 12 month. Only accept the ITA after 12-month Canadian work experience has been fulfilled.

11 months is different from 1yr and 11months or 2yrs and 11 months cases because it is below MEC. For the latter two cases, you may wait until actual 2yrs or 3 yrs to submit your application. It is very clear that IRCC having the guideline to meet MEC on both ITA and e-APR date.

They are aware of the glitch on the system. According to their official twitter account, you can accept the ITA but you must submit your application once you fulfill the one-year experience requirement, explaining in the LOE the situation.

Actually this is somehow misleading. For the cases like 1yr and 11 months it may be fine to do so. But for 11 months only this is not working as the official guideline clearly states that MEC should be met on both date of ITA and e-APR:

Section 11.2 of the Immigration and Refugee Protection Act (IRPA) includes a new authority that supports the Express Entry system.

Under section A11.2, an officer may not issue a visa to an applicant who did not or does not meet the Express Entry minimum entry criteria (MEC) or did not or does not possess the qualifications for which they received their CRS score at the time when

  • the invitation to apply (ITA) was issued; or
  • the e-APR was received by IRCC.

Yes I do agree that is misleading, but coming from the official account, we took their word for granted: My wife got her ITA at the 11 month mark and we submitted e-APR this week with documentation dated after the one-year . If we had waited to a draw after she obtained the one-year experience, we probably wouldn't get an ITA, considering that the last draw (all programs) had a cut higher than our current score.

Unfortunately, the technical glitch is not the factor officers consider. You may have a try but it would be a waste of money. I know this may sound unfair but the rule is the rule.

I had the same issue..but its upto u at the end..I declined the ita..it was a very hard decision I was depressed for months to no end.. as my score was pretty low..I thought I would never get it again..got invitation again this Feb.. and God bless will get pr soon

Did you also meet the requirements for FSW or just for CEC? I'm thinking about entering the pool just to start downloading the forms, documents, etc if I get an ITA but I plan to decline it until I get the full year of work experience.
We entered the pool a couple of months earlier with the requirements for FSW, but the score was not high enough to get an ITA under this program. We were considered for the CEC at the 11 months mark and got an ITA under this program (it was a CEC-only draw). If you are close to get the full year of experience, It would be better to wait as IRCC is inviting PNP and CEC candidates only.
