Hi. I sponsored my parents under parent and grandparents. My mother is the principal applicant and my dad is her dependent. My dad dint not want to stay in canada so I put him as non accompanying. My mother recently received her PR status, now due to pandemic my dad change his mind and wanted to come over to stay with my mother. Is there any way I can get my dad too eventhough the decision has been made? Is there a window period for my dad to change to accompanying? thanks for all the help i could get. Im thorn right now

Has your mother landed and officially become a PR yet?
 
She’s a permanent resident now they just sent the confirmation of permanent residency few days ago. She’s here in canada, she has a multiple tourist visa while waiting for the PR decision. But my father change his mind before I can change the status to IRCC to accompanying,

The answer isn't clear. Has she completed landing formalities and become a PR officially? Or has she just received the COPR but not become a PR officially yet?
 
And it says that letter can be used as proof that she’s now a PR of Canada. The letter is good for a year until they send the PR card
My mother is here in Canada when they sent the email confirming that she’s now a PR of Canada and my dad is still in PHL

In that case it sounds like she received the COPR, as well as confirmation that she had become a PR at the same time.

If that's the case, it's too late to add your father and change his status to accompanying. Your mother will need to sponsor him for PR through the spousal sponsorship application stream.

So if I sponsored my mother under PGP, and she got no income, would she still qualify to sponsor my father under spousal sponsorship?

Yes - there is no income requirement to sponsor a spouse.
