I'm FSW-O, AOR 22 Nov, and last week they responded to my webform saying eligibility was still in progress, and security wasn't initiated, so we are in similar situations. · The security background verifications have not been initiated.

Jeslin is right!I am not sure how the WP will be invalid, you need to get authorisation for travelling by submitting your documents to IRCC.
With a valid work permit and an authorisation email to board a plane to Canada how your work permit will be invalid, also COPR needs your action to send a photo when you are in Canada so technically you are not in possession, this is my understanding though ...

if you are in India and have a work permit and travel visa then you can return booking Vande Bharat flights. However, if you wait to receive COPR and you do receive it, then your work permit and travel visa becomes invalid. So again after COPR you have to apply for PRTD to travel.
On my CoPR it says 'If you leave Canada' without a permanent resident card, you will have to apply for a permanent resident travel document through a visa office. Otherwise, you will not be able to board a commercial vehicle(plane,train,bus or boat) to come back to Canada.' So my understanding is the border will let you in, but you will have difficulties to travel on a plane.However according this link i dont need PRTD:
