They can certainly apply - however refusal is almost guaranteed. The H&C application demonstrates a very clear intent to remain in Canada long term and shows they aren't a genuine visitor. Having said that, they can certainly try - nothing stopping them from doing that.
Might want to consider having their child visit them rather than the other way around.

Just to add - other details of their profile are very relevant. For example, if they were previously in Canada, their history in Canada and why they left would be very relevant and might make it absolutely not worth it to even try for the TRV.
Processing time for an H&C application is 2-3 years these days.
Again, very low chance the TRV will be approved. The applicant clearly isn't a genuine visitor but has intent to remain in Canada long term as evidenced by the H&C app. Having a child in Canada does not give someone the right to come here. Another adult can travel with the child to visit the parent outside of Canada - no need to wait 2 years to see the child.
