I also applied for my wife's sowp on 21 feb 2020 from india paper based application. no updates yet. my agent was able to link application online and the current status online is background check under process.

Yes i have all the information like UCI and application number.
Biometrics was done on the 21 feb but in the application status it shows "we do not need your finger prints"
Medical was done 9 may so its not updated in the profile yet i think it will at least a week more before it gets updated.

Ok so IRCC Mailed you the UCI and application number?
So it means bio metrics is updated medical is under process.

As per best of my knowledge.
If your wife is permanent resident or Canadian citizen then you can travel no problem
But if your wife holds a work permit then you need permission from IRCC to board an aircraft even if you hold a visa and to get that permission you need have a job offer.
