Hey the notes are pretty clear. The visa officer thinks that once you in canada you will not study and wont return home. He provided reason such as your education level, your financial situation and your ties to your home country.
He thinks that you wont be able to study in foreign language based on your current skills and education.
He believes that your bank statements are not real. In other words yours balance was very low at the beginning of the statement and very high at the end. He doesnt know the source of money. He thinks you made large deposit to improve your finances. And this money probably belong to someone else. You wont be able to afford expensive education.
He also mentioned that you dont have any strong ties to your home country. You dont have anything that will bring you back to your country after you done with study.
Home ties includes, property, car or land on your name, your spouse or children if you married. Or parents and siblings if unmarried.
Basically, he thinks your intentions are not to study and just immigrate to canada because of your financial situation.
