I understand VWOWP is for vulnerable workers in Canada. During the process of the application, is the migrant vulnerable worker allowed to leave Canada (while the application is pending) and return? A lot of places it says to be eligible a worker has to be in Canada at the time of applying. But whether the worker can travel while the application is pending is not clearly mentioned anywhere.

Would not suggest travelling. If vulnerable workers usually don’t have the ability to travel. They have usually not been paid, may have large debts taken out to come to Canada, etc. Assume you may be visiting your family. If you show that you can return to see your family your maynot be considered as vulnerable. Would ask your lawyer if you have one. Impossible to really comment without knowing anything about your case and whether if you have a chance of approval.
