PNP Program for no Canada Experience/ Never resided in Canada

I'd like to know if there is any PNP program out there that is accepting applications for candidates that have never worked/ studied in Canada. My NOC is 1122 and I've been struggling to find which PNP will suit me best. OINP had their draw around 2 weeks ago under Human Capital Priorities (HCP) Stream but the cut off was at CRS 471, I only had 468. So I'd like to know if there is any other PNP currently that I can look into. It doesn't matter which Province it is. Many thanks!

Some PNP allow job offers to foreign nationals who have never lived or worked in Canada - BC PNP Skilled International Worker, for example - but you do need a job offer from an employer in that province. Some provinces periodically publish 'demand lists' that don't require Canadian experience, but they normally exceed their application quotas in minutes.

Does the job offer need to be LMIA approved for B.C.?
