I thought all CERB applications were getting approved? Why would they need extra staff

They’ll all be paying it back. A lot of people are going to get hit hard come tax season next year. The government will be recouping as much as it can. They’ll know who those people are.
I commented on the ministers tweet about allowing families of Canadians and PRs now. I spoke about IRCC’s refusal culture for spousal TRV applications.
Sorry to break it to you, but the needs of Canadians come before your spouses or family members who are not Canadians. That is the logic the government is presenting.
Well, i am Canadian and it is my need to be with my spouse. Unless they think I am not? And my need doesn't represent a Canadian need?
Like I said, your spouse is not Canadian so his/her needs is to get PR is not a priority right now. You can always travel to reunite with your spouse outside Canada.
If you have issues with this, then you can take it with the Canadian government.

So normal staff ratio should be sufficient. It is not like they are going through every application and approving/refusing CERB.
They still have to check if the bank info is correct., or if the SIN number is correct, or check for obvious frauds.
On average month, they process around 500,000 unemployment insurance claims. There were almost 8 million CERB applications for the last few months.....so yeah.

The government of Canada says your spouse's PR is not a priority right now during this pandemic and hence they diverted a lot of IRCC staff to help with covid19 issues inside Canada.
Like I said, if you have issues with what the government is doing, you can go complain to the government and hopefully they will listen to you.
We live in a free society, you can do whatever you want...if there is a delay in immigration process, you can do whatever you want to adapt and help you cope with a delay.

They still work but not processing all service .They’re reviewing the paper that’s how they do. For people already decision made. It’s up to visa office reopen.
I highly doubt they’ve actually stated it in writing, but unfortunately the reality is that many things are on hold, including immigration. With low levels of staffing, logically speaking yes, this process is going to take longer than normal for everybody.
The government isn’t laughing in your face and saying ‘screw you and your spouse, you’re not important,’ but they are saying ‘while we understand your concerns and are doing the best we can, this is lower on the immediate priority list.’
That’s just reality.
