Permanent resident - girlfriend awaiting activation of Young Professional visa expecting baby

Hi there,

I am looking for someone to enlighten me on what my friends' options are.

He is a permanent resident here in Canada, and his girlfriend was on a Working Holiday Visa which expired, but is also waiting for a Young Professional to be activated. They went to the border, but as expected, they didn't activate the visa. The thing is that she is now expecting a baby in October, and with no legal status, she wouldn't be able to get health care, which is obviously a big issue.

Does anyone know what their options are, given that Immigration doesn't seem to be doing anything to activate those visas? Unless there is a way to activate it online? Is there anything they can do for her to get legal status here right now?

Did she apply to change her status to visitor before her Working Holiday Visa expired to maintain status in Canada?

If not, then the first thing she needs to do is apply to restore her status to visitor. Until she does this, the restoration application is approved, and gets herself back into legal status, there's no way she can activate her YP work permit from within Canada. I'm assuming her WHV expired less than 90 days ago. Assuming so, she should apply to restore her status asap since processing can take a few months and is slower right now due to COVID-19.
