If you do not have an isolation plan the latest advice is you should not travel to Canada so you need to present an isolation plan to CBSA on arrival

New arrivals who have no local accomodation usually book AIRBNB for their quarantine period although would expect newly arrived PRs to have to make their own arrangements whether there was COVID or not. Newly arrived PRs should obviously not even without COVID expect the government to provide accommodation

Actually, We received the confirmation of PR just before few months and we have planned to depart to Canada soon.

AirBnB or a hotel are your best options. There are delivery options for grocery, takeout and other supplies. You can also usually find volunteers in the community who are usually willing to pick up a grocery order for you. You already had to plan for your own accommodation when landing in Canada without covid.

If you do not have an adequate place to quarantine (self-isolate), the Chief Public Health Officer of Canada will designate a facility where you must remain for 14 days.
It is mentioned in YUL airport website.

New arrivals should be responsible enough to plan and pay for their own accommodations. Not hard to book an AirBnB online. You are asked got POF for a reason. The Canadian taxpayer should not have to pay for your stay in quarant8ne.
