Submitting spousal application without PCC

Hello,

I am looking to apply for spousal application for my wife. We have collected all the documents, but due to COVID-19 lockdown in India, we are not able to get PCC. PCC was applied in early March in Passport office, India but before it was fully processed (pending collection from passport office), lock down happened and is being extended now.

I tweeted Immigration if I can submit the application without PCC now and I got this reply :-

"Hi. no application in progress will be closed or refused due to a lack of documentation or inability to complete the application process in time, such as giving biometrics or completing an immigration medical exam, when travel reopens. Due to service and travel disruptions, you may not be able to provide supporting documents. We are automatically giving clients 90 extra days to submit documents due to COVID-19"

Now the question is that my application is not in progress, I yet have to submit it. Also, this application is paper-based unlike online application, where we know the application number and hence can be referenced for additional document submission.

Any one in similar situation or if someone can advice?

I was in the exact same situation as you, a month ago.

I submitted the application around end of March without PCC with a written explanation that I am not able to get my PCC due to COVID-19 lockdown in India.

But there has been no acknowledgement (AOR) from IRCC's side as of today. Applicants have been waiting since 70+ days.

You can submit your application without PCC and provide a written explanation but don't expect AOR for about 2 months or so unless this COVID situation completely changes.

I was in the exact same situation as you, a month ago.

I submitted the application around end of March without PCC with a written explanation that I am not able to get my PCC due to COVID-19 lockdown in India.

But there has been no acknowledgement (AOR) from IRCC's side as of today. Applicants have been waiting since 70+ days.

You can submit your application without PCC and provide a written explanation but don't expect AOR for about 2 months or so unless this COVID situation completely changes.
Thank you. Did you submit the documents from India? My wife is still in India and the disruption of postal service's, I am not able to get the documents. Forms require signature, so need hard copy.

@Dude29 did you receive the AOR now? Are the accepting applications without PCC and with a valid reason/rationale?

They are not giving out any AORs currently regardless if you submit PCC or not. All the apps are currently in backlog, they are not processing any apps received after Feb 12th. I would still recommend sending your application without PCC, this way you will be in the queue.

I still have not received my PCC yet...passport office just opened last week in Delhi....are you able to get your PCCs now? Did any police personnel visit you to verify your documents?

There is no Police inquiry for PCC.

@Dude29 thanks for the update. What I know is that the PSKs are opening their offices but they are limited to certain Passport-related Services only and not PCC (atleast for Ranchi PSK).

I have not applied yet and still waiting for the PCC. I am weighing in the advantages of putting my application in queue without the PCC vs waiting and submitting a completed application.

In the link which I shared with you ,clearly saying that you can submit without documents but you have to explain and reasom should be valid.
If I were you I Would apply now instead of waiting for PCC , but its up to you

I did not obtain any official circular from Govt/PSK website. Did you atleast apply PCC? Because I am seeing some of the passport offices are opening up in India.

Yes I had applied for PCC appointment earlier which got cancelled. Now applying again for next week, let's see how that goes!
