I am so sad my spouse's visa got denied, the reason was due to ties in Canada and home country. Officer mentioned, then I was on PGWP. Now, I got my P.R.Instead of waiting 1 whole year without my spouse while undergoing the sponsorship package. Is it possible to apply for a visa again, will it get denied? I did include my spouse as non-accompanying in my P.R application, thanks?

You can apply again but the results will almost certainly be the same. This is because IRCC knows your spouse has plans to settle in Canada long term and therefore has weak ties to their home country.

If you haven't done so already, you should submit the spousal sponsorship application as soon as possible. You need to be living in Canada to submit the application and continue living in Canada while the application is processed.

Yes - but from IRCC's perspective his ties to Canada are much stronger because you are a PR.

Again, I would strongly recommend focusing on submitting the spousal sponsorship application.

You can certainly try applying for a TRV again however approval is extremely unlikely with two existing refusals. IRCC knows he has plans to come here long term and move here permanently. They know he is not a genuine visitor and wants to live here.
