Your post makes no sense. Immigrants don’t leave Canada for the US so they can secure sponsorship for their parents. Indians can’t just move to the US to work. They need to get selected for H1B and to stay permanently they have to wait for green cards is so long that their children may age out before they get a green card. That is why so many Indians move to Canada to secure citizenship so they can access a work visa more easily.you are RIGHT ..... immigration for parents not guaranteed .... the direct effect of this is that many educated and qualified immigrants leave for US.... US is cheaper and offers better wages and savings - many are planning it too .... and many return to India for work and business ..... the latter is a good opportunity for most .... but Canada is considerate it had two draws every year except in past year 2019 due to elections and now 2020 due to corona pandemic ..... wait for announcement of program and we could have it after June - when it is difficult to say but one must be optimistic ..... wait for things to be normal .... this corona has affected economy so there will be emphasis on recovery and examining role of immigrants and their contribution ..... these will determine govt decisions .... Due to coronavirus the focus will be on LTC and how the cost to care for seniors will increase dramatically. There is unlikely to be an announcement but the number of immigrants will be scaled back versus previous targets due to higher unemployment rates. We have already seen draws canceled. That is just basic economics. Immigrants role in eventually recovering from the recession still has nothing to do with PGP.
We will all have to wait and see what happens to PGP but with long wait times throughout all the immigration programs the PGP staff could be used to process things like student permits or express entry which benefit the economy.
