Flagpoling for PGWP on Visitor Status

Hello all,

My study permit is expiring August 31 and my final exam to graduate is 10 days before that. Just in case my grades come in late, I want to switch to visitor status as a backup (study permit extensions are taking too long at the moment). However, I also want to start working ASAP instead of waiting for an extended period of time for my PGWP. Is it possible to move to visitor status and then flagpole for PGWP? I'm assuming US-Canada borders should be open by late August - early September.

It depends on your nationality (if you need a visitor visa) and if you can apply PGWP at point of entry.

As soon as you get school confirmation you meet all the graduation requirements, you can apply PGWP online.

IRCC had issued a memo that discourages applicants to get PGWP at point of entry, I wouldn't be surprised they either not allowing you to enter Canada at point of entry, to send you home asking you apply online.

Visitor apps take just as long as study permit apps.

CBSA will not refuse entry or remove someone from Canada for trying to flagpole.

1. For the umpteenth time, there is no flagpoling at the US/Canada border. From CBSA

Coronavirus (COVID-19): Immigration services—May 14, 2020

Until further notice, if you are currently in Canada, do not visit a Canada Border Services Agency office to apply for a work permit, study permit or permanent residence.


If you are in Canada as a visitor, student or worker, you can apply online to Immigration, Refugees and Citizenship Canada to extend your temporary resident status.

Your best bet is to apply for a SP extension now. Ask for 90 day bridging permit to apply for PGWP.
