Air Canada flights in July is around 1380 (one way Beijing->Ottawa, down from 1740 in June), but as you said, they don't know if they can fly in July and hold our money for no reason.

Air China and Haihan Airlines also have flight from Beijing to Vancouver, but one-way ticket is about 5400 CAD
I changed her flight date for July with air china and air Canada, so if air Canada plans to cancel they let you know one month ahead, so hopefully everything is good, if not then I will ask air Canada for a voucher and book with a different airline. if that fails I will have to wait or keep trying with air Canada voucher lol

The news said, Hong Kong airport will recover transfer service on Jun 1. Hopefully I will be able to have the interview soon. Finger-crossed!!!
Could you please send the link? According to their May 23 post, the transfer service is still in effect until further notice.

I wonder something it says on the IRCC website,

Family reunification
Officers should be aware that family ties will not automatically qualify the foreign national for non-optional or non-discretionary travel. Family members will be required to show that they are not travelling for a discretionary or optional purpose such as a routine family visit.

when a spouse is landing for the first time in Canada the CBSA well ask why they are landing now? what to say in this matter? the CBSA has a big list of reasons not to let people in including family members in, the list it's like 25 pages long, they can still deny sponsorsed sponsors in to the Canada if you say the wrong thing for your reason, I wonder if this will cause any problems for my wife to enter Canada for the first time for landing.

yes, you have to say your wife is coming to Canada to establish full-time residence (over a year) then it is essential.

but travel restriction ends on june 30. your wife travels in july and will be fine

Question : does it matter which visa office we send our passport to? I am not sure which one is our nearest visa office . Either Beijing or Guangzhou
Congratulations!

You don't submit passport to consulate/embassy directly but the closest VAC

No, it does not matter. They all will send to HK for stamps. Normally, it takes about 2 weeks.
