question about college of new Caledonia payment

Hi, i applied to college of new Caledonia and got a letter of offer.To get letter of acceptance i need to pay the first year tuition. now here things got peculiar for me : 1- i received an email from one of college officials that Paymytuition.com is only for locals so i have to use telegraphic transfer . i checked this fact with another official from college and they confirmed this 2- i got the telegraphic transfer account and its in USA .
so now i need to know is this OK ? a Canadian college bank account is in USA, my uncle says it seems fishy and they might be trying to not pay taxes, also is showing them a copy of payment swift enough of proof ? i have to mention my uncle will be the one which pay for the first year tuition.

I checked for designated learning institution, and it is one of those colleges.

You should have been able to show that you had the funds to support yourself to get approved. Given covid and a higher unemployment rate jobs are likely A to be harder to find. Things like restaurants may not be reopening or have the same amount of business.

This answer everybody knows. I asked because if there is any way to do in general terms except covid situation
