PGWP - Visitor Record - Study Permit.

Hello,

I know someone who had a PGWP and is currently under implied status because he filed extension. He wanted to continue studying, but couldnt do it because of the lockdown.
Now he got admission, he is in Canada, still waiting for his decision on extension, can he go ahead and apply for study permit to start studying even though he doesnt have a decision yet?

No, he cannot start studying. He has to wait until the study permit is approved before he can start studying.
