If I submit my complete application before the age of 30...

I am 29 years old at the moment, and I am turning 30 early next year.
I am planning to apply for my PR under CEC before I turn 30, that is before my birthday.
I am wondering if I submit my application before my birthday,
I would get extra points for my age which is under 30.

If by apply for PR, you mean create an Express Entry profile, then you will lose points when you turn 30.
However, if you receive an invitation to apply (ITA) before your birthday, then you are safe* even if you submit your PR application after your birthday.
So, your age at the time of the ITA is what counts. Good Luck!

An applicant may have a birthday after they receive an ITA but before they submit their e-APR. Their change in age may lower their CRS score below the lowest score in the round of invitations. It may also result in the applicant no longer meeting the minimum requirements of the FSWC and, consequently, no longer meeting the MEC, resulting in a refusal based on section A11.2.

Normally HOW LONG does it take TO GET an ITA once I have completed my EE profile and submitted all the documents needed for my PR application?

If you get ITA before your birthday and while in process of submitting your PR application you turn 30 (which will decrease 5 points from your total CRS), there is a public policy that applies - because of which you will not lose your ITA. You should mention this in your letter of explanation. But overall, it should not be an issue.

Thanks for your reply! I actually have a lawyer who already told me this too, was just double-checking as this is my second time of applying for PR, so I want to get it right.

Yes, your lawyer will probably include a footnote regarding this in your final submission.
