Yes, I have had it about twice too. And that has been over 2months ago. with interval in between of like a month from the first and second one.Obviously it signifies that something happened, but you may not see it on your dashboard. Infact you do not see it in your dashboard.

I sent my passport on March 17th and since then no update. 15 days ago I raised a web form and got this answer 11 days ago on April 24th:

I guess based on what you guys have shared that the next step should be the application get the status " a decision have been made ".
Do you guys have an idea of how long it happens after having everything approved ?
I received a response saying the eligibility requirement are met and everything else is valid. Can someone guide what's the difference in met and passed? I read that once the junior officer reviews and accepts that's when it's met and once a senior reviews it that's when it changes to passed. Is that correct?

If I'm not wrong, on webforms, the field to attach/upload a file shows up on the second step.
On the first one, you fill in your data and the description, so you move forward and it asks you if you want to add a file.

I like many of you, have passed the 100% application process period.

I've recently ordered GCMS notes, still waiting to get these back. However would it be good to also submit a request through the Webform link that now shows under Application status? I don't believe my application would be more complex to process than normal, and presume it's due to COVID delays.

It's like they they passed at the same time criminality and eligibility.
Another thing is the fact that they didn't asses the spouse's work experience (since with or without it the CRS score was enough). I think they did it in order to speed up things.

I have same status since April 9
I Have ordered GCMS notes on Marh 9 and April 8, and complaint about the delayed March 9 one in April 14.
I'm not sure which one I received today but the generated date shows April 14, maybe as result of the complaint.

The only thing that was 'Not started' in April 14 was security, and I got a GU on April 16, so I think it was when they passed my eligibility.

Not really about the ECA. They alert it might be required.

On the completeness check (AKA R10)

Where an ECA has been obtained, the applicant must provide the ECA reference number in their e-APR for online validation directly from the issuing organization.
  • A scanned copy of the ECA is not required when submitting the e-APR but may be requested by IRCC at a later date.
So, including it would be recommended since you could avoid delays like that.

How did you complain about the delayed GCMS?

I ordered one on 4th March but received 90 days extension in April.

That message about the application being complex to process that appeared when it became 100% is just a generic one. It auto message that gets displayed when count down reaches 100%
