rejection due to missing document

Hi,
I was invited to apply for PR in 4 days of applying for express entry. CIC rejected my PR application as police certificate was missing traffic history from Queensland. I have few queries as I am now in a tick situation:
- if I apply again, which is what rejection letter suggests I should do, I have to give IELTS English test again as the scores will be older than 2 years. I do have the traffic history report which I am able to provide instead of going through the re-application hassle, but that is what I have to do apparently.
But int he current COVID-19 situation, all test centres are closed. Is there any concession that I could get firstly due to COVID-19 and secondly due to the fact that I am already working in Toronto on a work permit, teaching at an university in English.
- The letter says that I could import old profile details to new profile when I apply again. Any idea how to do this?

Can u explain about your police history
When I submitted my PR application, I was supposed to provide a police certificate from all countries where I have lived since I turned 18 years old. I had provided a federal police certificate from Australia. The police certificate should cover name check for criminal offences as well as a traffic history check. The police certificate from Australia does not include traffic check as the certificate is generated at a federal level while the traffic history is at the provincial level. So I had requested Road and Traffic authority in Queensland to provide the traffic history. However, when I was submitting the PR application, the checklist to upload the documents did not ask or have a place to upload the traffic history (as CIC assumes that traffic history comes with the police certificate). So I forgot to provide traffic history.
In short, if you are preparing your application, be careful, every application is different, depending n circumstances, etc. prepare your own checklist and prepare your documents and upload them.
The whole cic system is designed on the pretext that if you are coming to this country, be prepared to pay for all the tests, and an immigration lawyer, and int he process, help local businesses spurned out of this Canadian immigration business. For example, in the wait for my English test, my medical test results will be old, and so will be my education assessment. I will have to pay for all of these. I am actually thinking of not applying again, as it is quite expensive and would rather just return back to Australia after my work permit expires in 2024.
