WES due to COVID-19

Hi,
Due to COVID-19, all postal services are currently stopped due to which the transcripts won't get delivered to WES. However, on WES website it is mentioned that they will accept the documents electronically provided the institution sends them. It is mentioned - We encourage you to ask your institution to contact us to submit your documents electronically.
Yet, nothing is mentioned how to send them electronically. I belong to UPTU university. Can anyone help me on this?
