PGWP refused, because of a mistake in the College Transcript!

Then you have no excuse. Not getting biometrics done on time was your own fault and nothing to do with COVID-19, as your deadline passed before Service Canada closed. Why didn't you get it done BEFORE expiry?
Unfortunately I wasnt able to do it before expiry. I saw the instruction letter late on my email. Totally my fault. I also did not realize I had to do it within 30 days.

Can this be a cause of refusal of my PGWP application?

It probably wouldn't due to current circumstances but your application will take a long time to get processed. I have seen people get their applications (Not PGWP) refused for not doing biometrics though.

Given your deadline was around a month before biometrics were stopped and missing the deadline was not due to COVID-19, yes, it could lead to a refusal. You will just have to wait and see. Did you notify IRCC in February that you missed the deadline?

No I have not. To be honest, I did not even know that there is a 30 day deadline, I thought I can do it anytime and my PGWP will not be affected, totally my fault and I feel really stupid. I also travelled out of the country for work for most the last 2 months for work.

Now I'm assuming the worst that my application will be refused, what would be my next steps? Can I just reapply again and resubmit my application? I am currently in an implied status and my student permit has expired last Jan 30.

Why didn't you send a Webform as soon as you realized? Send one ASAP.

If the PGWP is refused, you could certainly try applying again.

First of all I really appreciate you taking time to answer my questions. I really do.

I already sent a Webform telling them what happened. Im hoping my situation would somehow inspire sympathy from them.

At this point im preparing for the worst and assuming I get refused. If I do reapply again, I just need to reapply for a new pgwp right? NO need for an application for a resotration?

Also, would I be then under an implied status ie. continue working? Or am I looking at maybe 3-4 months of being jobless?

If your PGWP is refused, you will be out of status and required to apply for Restoration. You would not be allowed to work until and if your PGWP is approved.
So do I submit the new pgwp application AND the Restoration application together? I saw the processing time is around 3 months, but do they get approved at the same time?

You apply together. There are several threads about this topic on the forum.

There is no set processing time for Restoration apps.

Would it make sense , at least timeline wise, to leave the country and apply for PGWP outside of Canada? This way I dont need to apply for restoration (with the uncertainty of the processing time) and just wait the typical PGPW approval period? That sounds like a shorter turnaround time for me unless Im missing something here.

It might be faster but given the processing delays due to COVID-19, no guarantee of that.
