I totally understand that COVID will affect the waiting times and I am sure the situation today will create even more backlog as the immigration offices are probably not dealing with H&C-like cases during this harsh time but the new applications continue to arrive.

most immigration work requires work in the office due to privacy concerns. Because many are not in the office that become hard.

Nothing has been announced at this time.

All of the special measures are aimed at Canadian citizens, PRs and/or work permit / study permit holders.

Yes - IRCC is still working. However application processing has slowed down (as can be expected) and it's taking longer to complete application reviews. But yes, they are still working.

Current processing time is 31 months. Arriving in Canada and applying for H&C is not really the proper way to get PR in Canada and if you are not a taxpayer you can’t expect to qualify for government benefits.

The newest update on the official IRCC website is now 30 months. So maybe there is a hope that these applications are still being processed even during these challenging times.

Yes - IRCC is still working. However application processing has slowed down (as can be expected) and it's taking longer to complete application reviews. But yes, they are still working.

Interestingly, the processing time has changed from 31 months to 30 months, not a very significant change, but maybe a sign that IRCC is still working on h&c cases. However, I can agree with the response above that these cases should be processed in the office due to confidentiality reasons, and if the offices are shut down, I can see the delays can be unavoidable.

They seem to have put a priority on CEC ITAs in the Express Entry pool (over FSW) which shows a preference for internal candidates. So it's possible they could be placing focus on H&C as well. Hard for any of us to say.

Let's hope you are right. You have 6 month left to wait if the processing time is close to correct. Good luck!
