Hello There,
I am planning to sponsor my parents in the year of 2020 stream. I am a bit confused about my family income calculations. Below is my family income for last 3 years:
2019 (We are 2 people in family during and after 2019- Me and My spouse) CAD 92,490 - which is more that 4 person family MNI i.e. CAD 61,209
2018 (I am alone my self during 2018; spouse was not in Canada yet) - CAD 43,036 - which is more that 2 person family MNI i.e. CAD 40,379
2017 (I am alone my self during 2017; spouse was not in Canada yet) - CAD 40,498 - which is more that 2 person family MNI i.e. CAD 39,813

Now, my question is am I eligible now to sponsor my parents and make my family size to 4 people from current size of 2 people?

Or Should I be having all past 3 years income to match up with MNI of size of 4 people?

You are not eligible.

If you were married in 2018 and 2017, then you need to have MNI for 4 people (not 2).

If you were not yet married in 2018 and 2017, then you need to have MNI for 3 people (not 2).

Either way, you are not eligible. You will need to wait another two years to qualify.

The PGP program has been further delayed, so no word on the criteria to apply yet. If you are basing the LICO calculation on previous years, you need to meet LICO for 4 people for all three years and maintain it through the sponsorship process.

That's actually not how the previous round worked. In the previous round, the number of dependents were factored in for each year. So if someone was only married in the last year, their spouse would be factored in for the most recent year - but not for the previous two. This prepresents a change to how LICO was calculated in previous years.

Regardless, OP does not qualify since LICO needed to cover at least 3 people in 2017 and 2018.

We would like to know how the calculation for the family size is being done . In 2018 we were only 2 people here in Canada me and my spouse . In the year 2019 we were still 2 and in the year 2020 we are 3 with one kid born in July 2020.

If we sponsor our parents those are mother and father it becoms total of 5 people in 2020.

So in total if we apply in th year 2020 we have 5 members . Do we need to keep the same number which is family size 5 of members in consideration for the year 2018, 2019 and 2020

2018 Income both me and my spouse= 59, 698

2019 Income both me and my spouse= 161,573

Projected Gross 2020 Income both me and my spouse= 172,226

Now If we consider only 4 members if we go by the examples given so we are short of 573 Dollars of the total income since we arrived in Canada in March 2018 and started working in May 2018 .

If we are unable to sponsor both mother and father can we sponsor only our mother as that will make the count as below .

2018= 3 Members (Me, My Spouse and Mother )
2019= 3 Members (No Change in Family Composition)
2020= 4 Members (Me, Spouse, Kid and Mother )

Need urgent help on this as i am very confused why the income is calculated for the members who were not being sponsored in 2018 or 2019 year .

Also i got to know if we apply for both of them the application will get rejected . But again if we file a case as an appeal it will be considered .

You must include both parents for all the years. For 2018 ($60,271) and 2019 ($61,209) you must meet LICO for 4 people, 2020 ($49,106) would be 5 people due to the birth of your child.
You cannot sponsor only 1 parent unless they are divorced, the reason behind this is if you only sponsored 1 parent that parent could when they become a PR sponsor and their spouse.

What would be your grounds for appeal? If you arrived midway through 2018 it isn’t a reason to receive special approval for not meeting LICO. Many people arrive midway through the year and therefore don’t meet LICO and have to delay applying for sponsorship. If your parents both your parents are alive and not divorced your father must be included in every year family size so it would be 4 people in 2018, 4 people in 2019 and 5 for 2020.
