I've seen a lot of cases where they already passed all the criteria but no PPRs were issued. I guess immigration is just trying to avoid influx of people at the borders. Given that those granted PR will take their family with them in Canada. Yes, true! Also, many countries have imposed travel bans/restrictions alongwith closure of Embassies/High Commission, so even if CoPR is issued, applicants would surely face delays in PPR and in their travel.
