I don't think IRCC will reconsider their target and here is why: FSW candidates are required to bring money to Canada in order to settle, hence a large number of outland immigrants would help significantly the country's economy, which is pretty important in the current situation. Well, it is just an assumption.
However, inland applicants may face challenges due to lay-offs that are really increasing but I say we should be optimistic, in the end, what can we do about that? It is something that is not under our control.
