I was working till 31st march 2020 and i gave resignation on 15th on my current job. I got another job and today was the first day and employer told that due to COVID19, i am being laid off until further notice. will i be eligible for any of the benefits like EI OR CERB ? I have earned more than 5k in last year,
Looks to me like you are. Definitely call CRA to find out if in doubt.If your employer does not renew your work permit (because of COVID lay offs) are you eligible for CERB post the expiration of the work permit (my work permit expires at the end of April but I worked in 2019 and made over 5k)?

No.
The income does not have to be earned in Canada, but you need to reside in Canada.
