I have received mail regarding decision envelope has been carried from the canada visa application but it shows under process in my online account. Why is it happen??

I have received mail regarding decision envelope has been carried from the canada visa application but it shows under process in my online account. Why is it happen??

How will I know decision because due to india locked down i will not able to receive my passport.
Could you plz give me suggestion
