Spouse not accompanying as it affects CRS score

My CRS will be 450 in September if I do not accompany spouse. My spouse is in Canada on work permit. I do not have valid reason behind him not-accompanying. What should I do as I do not have much time left to apply. (23/08/2020 )My spouce cannot go for IELTS or ECA.He cannot help in increasing the crs score in any way.

Can I say in my application that he is not interested in PR and will join when My application is approved?

OR

Can I say, I am not including him as it affects CRS?

Did you find any convincing reason here ? Can we say that I am choosing this option as I was not getting enough CRS score and I will sponsor my spouse once I get the PR.

As already stated, tell the truth. IRCC will know it is for the points anyways.
