Yes, they would not. They should do an FSW only draw next but that will never happen.

Taking into account the current situation and travel restrictions, it makes perfect sense to focus on people who are currently in Canada, and I'm guessing the vast majority of CEC applicants are.
So what you are saying is people who got ITA's recently will be ignored and their applications will be not be processed if they are applying from outside of Canada?

I already know my new score that is why i updated my profile to 471 from 468 on March 21. And my idp letter mentions my new updated score including the overall with other bands. Only problem is i wont have the hard copy trf in my hand until mid of april .

In order to start away my application, i was wondering is it okay to include a letter of explanation that i wont be receiving my ielts copy soon but have included new score letter from IDP head office and email from test center with my new scores and also them mentioning i wont be able to receive it until mid of april.
You can download a hard copy from the IELTS site. You don’t have to wait for it. Search their site and you will see where to download it

You mentioned that your score was 468 when you first got your IELTS result right. It means that in the event of after remarking, IDP decided your bands remain unchanged, you would still have CRS 468 points. In this case, you still meet the cutoff score of the current draw. However, you updated IELTS result after remark and did not change the TRF. When IRCC look up the TRF you entered in the EE profile, the score will come up differently from what you entered. If you do accept and submit the application, there is a chance that IRCC will treat it as a misrepresentation.

Im no expert, perhaps you can include a letter of explanation about your situation. Better yet, consult with an immigration lawyer and see what he/she advises.

Technically, the today draw brings huge light for the next coming up draws AS if one consider thinking, CIC clears the air over 467 with CEC and PNP, and high chances that the next draw will be between 460 and 465 and that will covers FSW.

There is continuous drama in the entire process.what a way to start 2020!!
we might never know what is coming next . The whole reason for the spike in cutoff was due to CEC applicant who can easily score above 470 and now they got a priority so lets wait in hope and see what happens next .
Be positive guys, I remember just this time last week there was panic in the air. No one knows tomorrow

This is not what he/she meant.

IRCC did conduct both CEC and PNP only draw previously. But why this week and last week? I think it is because of the coronavirus outbreak, IRCC may want to minimize the risk of inviting foreigner from entering Canada. Most candidate who are qualified for CEC and PNP are currently residing in Canada.

Nope, that draw was for PNP candidates only and they invited all the PNP candidates who were in the pool at the time of the draw as the draw date and tie-breaker date were the same.

I thought he had some friend working for the IRCC or some source of inside information and decided to share it with all of us.

Really? So if someone out of those PNP candidates is an outland applicant (many people recently got their OINP nominations) and they managed to submit a complete application, what do you think will happen with their application?

In either case you are above the cutoff. I think you'll be fine to continue your application. If you have updated your EE profile with the new result bringing you to 471 then continue your application with the new report. However, as an extra precaution, also include the old report so they match the TRF, and a Letter of Explanation explaining the change.
Why i have not got ITA yet, my score is 472
This draw was just CEC applicants. If you are a CEC applicant then it can take up to 24 hours.
