Photos for Sponser application

Hi ,
I am submitting a Sponsership application for my Wife and A dependent child. It's a paper application. They are in india so it takes long to get their photos mailed.
My question is , do I have to include their Photos with this paper application. I thought immigration collect photos from biometric.

They ask photos in the checklist. You should have and photos have to meet their requirements in the instructions.
