What they have already announced will not be taken back. People who want to travel can travel.For gods sake. We all have been striving hard and raising webforms just to get a way out for COPR holders. Whose PRV visa is about to expire. And now you are talking buII-sheet. Common man!!
But,
1. There could be people who wanted to travel but couldn't travel because of home country travel bans and maybe just didn't get a flight booking before CoPR exipred. E.g. think about someone who gets a day or two after next week's announcement to book tickets and travel. I just spent 2 hours waiting on call with my travel agent he didn't have a clear answer to my quert.
2. "NOT GETTING CORONA" is the core of all this mess and making people travel who don't want to take risk, which actually will help in "flatteting the curve", doesn't seem positive.
In both of above cases it will be sensible for IRCC to give some kinda extension to CoPR holders with expiry in next few days. I hope along with next week's announcement we get more clarity on this front.
