Yeah I’d have thought you’d need to be able to show you could remain on a valid WP during the job offer. But maybe not. The point of AINP is for Alberta to bring in people who are needed and are going to contribute to the economy. They should be offering people a route to stay on in employment in Alberta where they otherwise wouldn’t have an option.
If you’ve got to September 2020 at the moment, then you’ve got nothing to lose in trying via EE stating have a job offer (with no LMIA but one would be required) and simultaneously submitting via AOS. But guess you ought to crack on. You’re not allowed to have two applications in progress with AINP (ie under AEES and AOS). But if you end up in the happy position that hear under both, then can always cross that bridge! For example, if get NOI for AEES and submit your application with them, you can always withdraw your AOS application in the same submission ... probably no downside. It’ll be much quicker if can go provincial nomination route in an Express Entry aligned stream (5-6 months vs 15-19 months). But either should mean you could apply for BOWP and continue on implied status while things are in progress.
If you’d like to move to Alberta and you can get the job offer letter in correct format, then it sounds like this is currently your only option. Unless your employer is prepared to go down the LMIA route, you could somehow try CEC route if sufficient points with your experience here, or there’s some kind of course or study you can do. You can always submit a covering letter to explain. This is what I did, but my situation is different and I’m LMIA exempt. If it turns out you’re no eligible, then they’ll just decline your provincial nomination ... not like you’ve been refused a visa or anything, and you’d just leave after Sep 2020 as you’d otherwise have to do anyway.
Could try speaking to AINP to clarify or ask the advice of immigration consultant. I’m not sure if anyone else else would know ...
