Hi,

Has anyone converted from a visitor visa to a work permit on the basis of a LMIA with online application or does it have to be done at a border?

If you are not from a visa exempt country you can’t get your closed work permit at the border.

Based on previous posts you are Indian so don’t qualify to apply at the border.

Try for Online Application-Work permit it takes approx 35days(The processing time does not include the time it takes: 1)for you to give your biometrics, and 2)for us to receive your passport, put the visa in it and return it to you.)
NOTE BIOMETRICS extension given by IRCC since service canada is closed due to COVID-19

As OP is a visitor, they likely don't qualify to change their status within Canada. They would have to apply online to a VO outside of Canada. I'm not sure where you are getting 35 days; it will likely take many months and if approved, OP would still have to physically leave Canada and re-enter to activate the permit.

I have applied online for an "Outside of Canada" WP application. I am aware that I will still need to physically leave the country but can I do a flagpole at the Canadian- US border ?

1. No, CBSA is no longer allowing "flag poling"
