Yes you can send webform from india. You can send it yourself without lawyer. First call the number and dial 0 to speak to representative. Ask for a webform link to your email. You can also check your status on that number by dialing 112 after the prompts. You just need application number and your year of birth.

You cannot call CIC outside of Canada. Have the Sponsor call to know whats going on if the sponsor is a rep.
Best bet is to use webform and/or have the sponsor reach out to the MP.

It depends where the PA is from. If PA is from China or any other area which got affected by Coronavirus, you may see some delays.
