Work Permit issued for LONGER than wanted

My friend has a work permit issued for one year, while their employment contract is only for 6 months. This wouldn't be a problem for most, but they need to return home to Europe and want to come back to visit Canada in summer 2020 (they wont be working). The issue is, if they want to come back as a visitor, they might have issues since the work permit will be valid until autumn 2020. My question is, does the Canadian immigration people automatically remove the work permit when you leave after you're done working? Can you voluntarily resign your work permit when you leave? They are from germany.

No, permits aren't cancelled when a person leaves.

They can come back to visit in the summer. If CBSA asks anything about their status, they can explain the job finished and they are just here for a visit. Not an issue.

that would be good news! the other issue has to do with all the entry requirements... proof of funds, health insurance etc. I believe they only purchased the health insurance policy until the work period was over. It would be a bit cheaper to come as a tourist because the standard travel insurance for tourists is easier to get, right?

I have no idea what the cost of travel insurance to Canada is.
