Parents 's convocation visa refused

Hi All,
I would like to invite my mother to visit me in Canada and also to attend my convocation ceremony but unfortunately her visa rejected

Below is the timelines for my visitor visa applied online from India.

Online Form Submission - Feb 21, 2020
Submission Confirmation - Feb 21, 2020
Final Decision - March 3, 2020

Refusal Reason:

I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

Can anyone suggest if i can reapply now

Please guide me,

My Personal Details:

She is Indian passport holder,My father is no more right now. working as teacher in private child education school. she never traveled before in any other country
I am living and working in Canada . I don't any sibling or relatives in Canada.

Application for Visitor Visa (Temporary Resident Visa) Made Outside of Canada (IMM5257)
Supporting Documents:


Travel History - Passport
Proof of Means of Financial Support:more than $25000 liquid funds show-up attached Bank saving Statement and fixed deposit statement,LIC,Mutual fund, and Employment Letter (NOC),salary slips.
Digital Photo
Purpose of Travel: - Statement of purpose with day to day literacy ,convocation invitation letter,financial assets documents (not in english native languages)
Family Information (IMM5645), English
Invitation letter:my Invitation letter with attached a copy of my convocation invitation letter from university, degree completion certificate, graduation letter ,official Transcript as my current degree completion status .Also included a copy of my work permit application, employment letter, driving licence, rental agreement proof and paystub details
proof of relationship: birth-certificate, my passport and her passport copy


Also not sure what other supporting docs i can provide to proof to satisfied two reasons.

Did you not explain on the Letter of Explanation or cover letter about the financial assets. It might be that the visa officer did not understand the presented documents since it is not in English.

What way i satisfied purpose of visit refusal conditions?
What additional documents I needed to be submit?

When did she submitted her biometrics? I'm also waiting for update on my father's application.

Based on https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-processing-times.html it takes 10 days.. But it also says processing time does not include the time it takes to send an application between a VAC and the IRCC office.

besides presentation of file is much better
The visa officer does not care on the presentation. They base their decision on the content of the documents an applicant will submit. Meaning how the applicant can prove that their purpose in visiting Canada is valid, their ties (job, family, assets) and financial capability through the documents they attach.

There some people who were granted a visa with the purpose of attending a convocation. The Convocation Letter was the one that they presented. The question is how long was the planned visit of your mom?

she attached plan of 40 days to stay in a canada. Conovocation takes only 3 days but we want to visit different places in a canada Is this correct?

did u send her invitation letter from ur end this time? if not u can add it in her next application. get it done from an attorney .
if i did my self should i need to done from an attorney

There is no need to have an invitation done by a lawyer. Please stop posting this inaccuracy. People will spend hundreds of dollars they don’t need to for a letter.

You say 25K liquid but then you mention FD, mutual funds, etc. How much liquid (available) cash does she have in savings?
