I don't think this theory applies because I also submitted Sept. 29th and learned my VO is Accra

Today CIC Website server is down. so its not advisable to call today.CIC onekey login is also not working.

Just phoned IRCC and my eligibility requires review ... is there any way of finding out other that ordering gcms notes, to see what part of eligibility they need to review? If I order them now it will take a month to recive them and I’m worried I may gat a refusal letter in the meantime....

Hi. Did you try asking the IRCC person himself if that information is available with him? Normally if any specific information is available on the notes on your file, they share it with the applicant. Also what is your AOR date?

Yes he did say there are no notes that he can see
